I bought a bank repo and called the water comp to get the water turned on they told me that I had to pay a joining fee and 5 months of their minimum payment since the last owners left. as if I was living there, and the past due balance of the last owners. Is this common?

No liens at all on the property. Free of all liens any other answers? Lady at water company stated that we have no lien the old account was closed meter was locked but we want u to pay all this back time and old bill?

Very likely, since most city utilities are tied to the house, not to the person living there, which is different than for private utilities such as gas, electric, phone, etc.

So, when buying a house, always check unpaid public untilities as well as for other liens.

Landlords usually get stuck for unpaid water / sewer / trash bills when a deadbeat renter moves out.

Yes, it's common for the last people in a repo to not pay their bill, it's common for the bank to not pay it before they sell it again, and it's ALSO common for back taxes to be owed on it, that the new owner will have to clear if they don't want it repo'd by the locality.

Repo's are "buyer beware" situation, not just for the physical condition of the house (but when you get that water turned on, be prepared for more of the same - undisclosed/undiscovered damages, non-working items, etc.)

Quite possible, if you didn't check to see if there were any outstanding charges against the property before closing. In most municipalities, unpaid water/sewer bills become similar to a tax lien.
