Coughing increases intra orticular pressure temporarily. The homogenous vitreous humor is disturbesd and miniscule bubbles called "muscae volitantes" are formed. Light refracted through them gives dashes like that.

It's most likely because when you cough you are squinting your eyes really hard which pushes on your eyes. To make a long story short the physical pressure on your eyes triggers the activation of photoreceptors in your eye that is perceived as light. Hope that makes sense!

If there's a visual floaters, maybe you have a Retinal detatchment. You should seek consultation, you might need scleral buckling or something..
