I've always wrapped my kids when giving oral or eye drops.
Arms are down, tucked in. The child is wrapped pretty darn tight.
I used to sit with my kids on the floor, with my feet on either side of their head---keep in mind, I was a single mom then--no extra hands available. ;) So basically the head was trapped between my CLEAN feet....lol....I was able to get in what I needed, unwrapped my kid, and gave tons of hugs and kisses and praises.

I found a trick that worked for us. If you can get your son to lie down and close his eyes you can put the drops on the corner of his closed eyes. Then when he opens his eyes the drops will roll into his eye. Our doctor recommended we add an extra drop when we used this method because a bunch of it rolls off.
This does require something that will work to get him calm and lying down. Music and a dim room worked for my daughter. Good luck.

Have someone hold her hands, you hold your head, make silly noises and smile and laugh and IMPORTANT thing is to drop the drops in the inside CORNERS of her eyes. Makes it a lot easier for both of you, and she won't blink as much of it out.

Lie him on his back on your lap/thighs when sitting down, tipping his head back a little so that it is reasting on your knees. Trap one of his arms against your body and use one or your hands to hold his other arm, then use your spare arm/hand to delive the drops as best you can.

Good luck!

when I put eyedrops into my own eyes, I gently pull my lower lip down to reveal the pink part between the lower lid and the eyeball, I put the drop in there and then blink.

sit on the floor and put him between your legs laying on his back with his feet reaching toward your...use one leg to cross over his legs and arms( not to tight) this should allow you to hold his head firmly between your tighs and you'll have your hands free to hold the eye lid open and put them in with the other...
