Take his stuff and tell him he doesnt get it back until he leaves you alone. Make sure you hide it somewhere he wont find it.

My brother is the same way too, and he's older than me. Usually what i do is ignore him and he usually gets bored since i don't give him like the attention he's asking for. And if he keeps going on, i usually turn to my parents. If my parents are home i call them up and tell them, and they usually tell him there'd be a punishment if he didn't knock it off.
I know neener neener, i'm a tattle teller.

clearly he wants attention... he wants to spent time with you... See whether you can bring him out n spent time with him..
You need to make the first move...
Clearly there is a discipline issue, low self esteem or busy parent at home.. so he does what he likes to get the attention he wants... He needs to know the limit n except the home situation. He needs a one to one talk.. you or an adult can talk with him.
Don't worry too much.. things will get better...

My little brother used to be the same way. I learned that when I annoy him, he gets mad at me and does some of those annoying things you have described.
one day, act really nice to him and then he will be less likely to take your things or be mean to you.
and tell him that you dont like when he does those mean things to you and then maybe you guys can be friends.

happens to me all the time, i have a little cousin who can be real devilish:
heres wat u do, use reverse physiology...he knows dat if he does all this, u will get really angry...if u act like u dont care, he will get bored and eventually leave

totally ignore him. he's probalby doing it for attention anyway. when he realizes that he's not getting attention from you he will get bored and move on to something else.
