What do these two words mean in Chinese, and Japanese? I have some friends saying it means the same thing, and some saying it means something completely different.

1- 慧

Chocolate cat,

1. The Mandarin 慧 means WISDOM.

2. The Japanese とし, according to my colleague, means AGE. Again, according to him, it's pronounced as Toshi. Please note, this is according to my colleague. I have searched in online dictionaries, but can't seem to find the meaning of とし.

とし- Toshi- means age. sorry, i cant speak Chinese.

The top character is hui (4th tone) in Mandarin Chinese, and it means "intelligent." I don't know Japanese, so I can't help with the bottom part.
