New York allows you to drive in other states IF and only if the laws of that state permit it. From the NYS Dept. of Motor Vehicles:
"You may drive outside New York State with your learner permit, junior learner permit, or junior license if it is allowed by the laws of the other state. You also must obey that state's junior permit and license restrictions that may apply. Check with the police or motor vehicle authorities in the state you are visiting."
So, we then check with New Jersey. It's hard to find the info on the state's official site, but another third-party site says...YES:
"A student with a valid learner’s permit from another state may legally drive in New Jersey provided the vehicle he is operating is properly titled, registered and insured in the home state. Further, the permit holder will be subject to the laws of his home state."
I would, however, contact a New Jersey office to double check and make sure this rule is up-to-date.

No. New York state ONLY allows you to drive in New York. You can not drive in any other state, nor can you drive in any of the 5 boroughs of NYC with only a permit.

in many circumstances, learner's enables, "junior" licenses, and different issues that are in need of an entire drivers license are in easy terms valid interior the state wherein they're issued. So, the respond isn't any.
