Cockatiels can talk. We've had 3 and they were constantly talking up a storm. I've got a quaker and he only screams if there is good reason for it. He's normally pretty quiet. His mate was the talker. She would constantly laugh and say different phrases that she picked up from listening to our household. My favorite was when the kids would start getting too loud and she'd belt out a "Quiet NOW!" then start cackling.

Yes,my Quaker talks a lot and he sings children's songs.my Quaker also does several different laughs, giggles, and growls, calls the cat(here kitty kitty kitty)funny thing i don have a cat lol.he also says give the dog a bone.he picked that up from This old man, child's song.he also asks questions such as where you going, what do you want, where did it go etc. They can have a vocabulary of 250 words or more.they are very smart and love to learn. My Quaker is now teaching my conure to talk and sing.they love to sing the alphabet song.some of my former tiels(the males mostly )did talk a little and they all love to play peek a boo.the tiels, conure and Quaker all picked that up pretty fast.none of my lovebirds ever did talk.

Quakers do have the ability to talk. Both males and females can have a prolific vocabulary. Male cockatiels have the ability to talk, but the females do not.
The same goes with lovebirds (although I had a female lovebird that did say a few words, she'd call for her mate "Petri" and would say "Come here" as she was viciously biting at the bars of her cage). My lovebird would also blow kisses.

Yes. Just like most parrots they have the capacity for speech. However, that doesn't mean that every one will. I have volunteered at a bird rescue and I know of a Quaker that constantly talks, but repeats just a couple phrases.
