An international drivers' license is just a multi-language translation of your Canada drivers' license, and serves as an internationally-known guarantee of your having a valid drivers' license. Yes, you will need to get one before driving in Germany.

Even if the rental car place doesn't ask for it (if they speak English), if you get pulled over you will most likely be asked for it and could have a large hassle at the very least if you don't have it. It's inexpensive and easy, so just get it! :)

No you only need your Valid Canadian Drivers licence. You have to be 21 to rent a car.

I picked up a car in Munich and had no problem with just my California drivers license. I did have an international license but was never asked for it. Later I found out that it isn't required in Germany.

Yes you do. They might not ask at the time of rental, but if you get stoped they will want to see it.
