Sounds to a dog are exponentially louder than we can imagine. The siren hurts their ears and can be a big scary. Also, since they don't know what that is, they treat it as the pack would. They howl when calling to each other. Check out wolves behavior. All dogs are descendants and these behaviors are in their DNA. The pack mentality says someone is howling to get an answer to something, ie., where are you; I'm coming; I found something, and/or I want to warn you about this; etc. Your dog is answering the siren and possibly could be thinking he's protecting you.

Dogs howl, sort of like wolves,to communicate different things. One of these is when they are in distress or if they hear another dog in distress to let them know where they are so that dog can get help. Ambulance sirens sound to some dogs like another dog yelping in fear. Your dog is letting that dog know he is nearby and telling other dogs a dog is in trouble. Or maybe it just hurts his ears.

I understood the siren is of such a high pitch that it hurts dogs ears, which are very sensitive to any sound.

Howling for dogs is a social activity. In close proximity, it encourages bonding. In distant proximity it establishes territory.
Sorta like religion for people, a way of sorting the "us's" from the "them's".
A fun thing to try .... howl in close proximity to your pet dog. If there is still enough wolf in him, he'll join you.

I'm not sure why they do that...my dog howls even when my cell phone or alarm goes off! I think it's hilarious though!

dogs are natural helpful and are just trying to get traffic out of the way
they also use it to communicate and r saying john fell in the well.
