We had a house fire a while ago and are going to repaint our porch-the paint only has smoke damage. Should we strip the entire porch or just sand off the loose paint before we put on new paint?

You need to remove the smoke damage before you paint, otherwise the paint will not adhere properly. Loose paint needs to be removed too.
I would power wash, remove loose paint, then lightly sand the entire porch before painting.

Depends on the amount of damage and your sense of style. If you don't repaint the whole thing it will always show (specially if it has been over two years since the last paint job)

If it is 'just' smoke damage you can sand it down to the 'original color'. If you can't you need to strip it to the wood or it will bleed through the fresh paint.

Use a primer.

What material are you going to paint on your porch: wood, plaster, drywall?
If it is drywall scrape off the loose paint patch to make it even , first coat should be with keelz to kill the smell and make it one color , than you can paint.
If it is wood sand it kiltz it and paint over it.
