you can do this, but make sure you have who said it documented or it's plagiarism

The only time that a quote should start a paragraph should be in the introduction, because then you get to set everything up and it works as a tool to get the reader's attention. Other than that, you should not start a paragraph with a quote because it is too random and confuses the reader.

Typically, you don't want to use a quote at the beginning of a paragraph. The beginning of each paragraph should be an introduction to what you will be discussing in the paragraph. So the first sentence should be yours.

It does not matter and is a good way to change things up!! It is a good way to introduce a new paragraph

i strongly suggest you don't do it. it's so cliche and won't make much impact on your reader. come up with something original and if you really have to quote somebody, do it somewhere inside the body of the essay.
