Anyone heard of this? It's supposed to help kids learn to read and write early.

Yes, it's used for children with learning disabilities, generally. For example, if a child has difficulty spelling, you fill a tray with sand and have the child spell the word with his finger in the sand. The more senses you engage in the learning experience, the easier the learning becomes. Other types of "trays" are used to attain the same goal.
