Yes they are looking for a reaction from you so give them one. Respond with "I know and I'd love to compliment you back but (glance down at their pelvis) I don't really see anything worth mentioning." Then smile and return to your activity.

I think that people who do that REALLY think the woman will take it as a compliment.
Eventually, society will become more at ease with such things, and one day it'll be just like complimenting a woman on something that, today, it's socially acceptable to compliment them on.

i dont think they do it in order to make you mad, i think it is just a side effect/unintended reaction.
i think idiot guys do it without regard for how it makes you feel. they just dont care.
they have the urge to say "nice t**s" and they just do it.
