You may consider calling the United States office in Germany (assuming that is where you are from). They may be able to direct you, you should have received some sort of decree stating that your marriage was dissolved. Is the ex in the military? If so that may be another avenue you could check. If he is, they will make sure he is doing what he is suppose to.
Also try the court system in the country where your ex lives in. If he filed it is most likely at the nearest court system, I don't know if it is a county or judicial in Germany. This is a matter of public record I believe.

Is there a local courthouse that you can go to to see if your divorce is on file. If you went though the proper judicial system there should be some sort of record for the area. If there is no record go back to your lawyer (if you used one) and demand to see the documents that stated you were no longer married. If the lawyer refuses to produce documentation then I would contact the bar association and file a complaint. Someone there should be able to help you get the information you use. You should have been sent papers from the court telling you that your DIVORCED: if you have received no papers your most likely not divorced. Go ask your people at your local vital statistics office, they should be able to advise you of who to contact about it.

In order to get divorced, you have to sign papers. If he wanted to get divorced, his lawyer would have given you the papers.
