When ideology is the biggest component for any set of actions, it approaches certainty that the results will be very different from expectations. Neo-conservatism forms opinions and inspires actions with no more regard to the real world than religion (maybe I should say any OTHER religion?). Specifically, when you assume that your position is a 'REVEALED INARGUABLE TRUTH," it is always a surprise when the ignorant sob you are "saving" doesn't see it as true, wants to argue, and doesn't have any use for your particular brand of salvation.
There was no more real world basis for the neo-con belief that once Saddam fell the Iraqis would, as a matter of natural law immediately transition into western style democracy, than there was for the belief of James I of England that if children were raised without being taught to speak, they would, as a matter of natural law, of course speak Hebrew, which is/was, after all, the language God speaks. (This was a historically real experiment-look it up.)
At the moment Turkey has just begun another one of its customary brigade sized "hot pursuit of terrorists" missions.
Because of the Turks strong desire to enter the European Union for economic reasons, I feel free to hope that they will soon declare success and go home as usual. (Until the next time, of course.) The Europeans will not let the Turks into the EU if the Turks look like repeating the 1915 Armenian genocide using Kurds as victims.

Easy -- the folks who could run the war efficiently had their hands tied by the idiotic rules and requirements forced upon them by the "cut-and-run" Liberal Democrats that ran the nation under Clinton, and never successfully removed from the law of the land.

They had to make it last as long as possible so that more oil could be smuggled out of the country.
300,000 gallons of oil mysteriously disappears from Iraq every day. Some are trying to blame it on the insurgents and Al Qaeda, but someone would see the all tankers driving around every day. It's more like likely being moved out on one of Exxon's floating tankers.
