My employer changes insurance carriers about every two months. Is this normal or even legal?

It's perfectly legal. It's pretty unusual - unless they're having cash flow problems and cancelling for nonpayment.

Most employers shop out their insurance once a year.

It's not normal, but it is legal. It just probably means they're getting a better deal price-wise.

it's absolutely legal... it is like buying a different shirt every month-- is that illegal?
Now is normal/ethical-- no, there probably something wrong with all the other insurances that they had...
