They have good Kitchen sets for kids.. maybe she would like that. I don't know how cheap or expensive you are looking at but they have a lot of great stuff.

My son's favorite outside toy is a ball, cost $1
He also loves the very tall rubbermaid that he uses as an indoor pool when it is really hot, he is in and out of it all day. And no sunblock. I haven't bought an outdoor pool yet.
Some of the sand and water tables look pretty good, of course they are really expensive. My son loves things that spin.
Oh and if you find a cheap one my son had half the store running over to see what was so funny when we played with the Jack-in-a-box. He is still too impatient for the cranking bit, so I just hold it closed and then let it go.
My son is 15 months.
Oh and he got a new piano and loves that. It's a little tikes.
My son and I are pretty sick of things that light up and make a tonne of noise. He likes things better that respond more directly. Like a piano makes one short not when you hit it. A ball only moves when you kick it.

You are going to laugh! My son and my nieces and nephews all LOVED cans. That's right... just plain old cans of soups and vegetables. I quickly learned to put initials on the tops to solve the mystery of what I was opening after the labels were removed! They rolled them and stacked them and took them in and out of my lowest cupboard 1000 times. My son learned his first letters from "reading" labels. Have fun!

There is a caterpillar by LEAPFROG - it plays songs, says letters, says colors and something else.... I cant remember - but its a great toy.

at that age, my son started his train obsession. I recommend some good wooden to die-cast trains.
My niece who's about that age also loves big cars and trucks to push around

there is a toy that is plastic and has balls in it and they like go through the tubes and there is a fan that pops them out the top. my son loved that thing when he was younger and still does
