First of all, you have to be comfortable with whatever response you may get, otherwise, it can be a painful experience if they don't respond the way you hope they do... I would invite them on a long walk to a park that is in a nice setting... ask them if they would care to sit down on a bench, and then tell them that I want to express my true feelings for them... if they seem open and receptive, I would look them directly in the eye and say: "I am falling in love with you."

First of all, if this is a new relationship, you don't want to bust out with the "L" word too early, it might chase him off. If you've been in the relationship for a while, then just tell him, but tell him at a tender moment. Also, remember that actions speak louder than words.

There are many way it depends on your style. Some would just come out ad say I love you. Some will plan a romantic dinner or whisper it in their ear. it all depends on your style.

The only thing that is stopping you is you being afraid that they will not say it back. The best thing and way to tell someone is to let go of yourself, let go of the fear of rejection and just say it to them.

well how much do u really love him...enough to do anything??..if u love him a lot then go for it and just say it...but make sure you guys are alone because other ppl may put pressure on u...so just say it..
