Because we are reading the license plate from orbit, and the moon is MUCH further away.

We can't read a license plate from space.
The moon is much further from spy satillites than earth is, as well.
What does this have to do with R and S?

satellites in earth's orbit are just a few kilometers from the earth's surface. the moon is 384,400 kilometers from the earth!!!
