After 9/11, DHS was created in response to the 19 hijackers but to Muhammad Atta in particular. Why? Because 6 months AFTER 9/11 some INS idiot sent him a letter welcoming him to America. It wasn't particularly good for INS to have that information out. DHS, although planned for quite awhile even before 9/11 didn't actually get created until 03/09/2003. INS was dissolved on 03/08/2003.
DHS Mission : We will lead the unified national effort to secure America. We will prevent and deter terrorist attacks and protect against and respond to threats and hazards to the nation. We will ensure safe and secure borders, welcome lawful immigrants and visitors, and promote the free-flow of commerce.

It was created shortly after September 11, 2001. I'm not sure of the exact date. It's purpose in my opinion was to waste staggering amounts of taxpayer dollars while accomplishing nothing more useful than a color coding system for terrorist attack risks that nobody understands or heeds anyhow. That and to make up rules for detaining, interrogating, and never trying or releasing anybody who is a "SUSPECTED" terrorist. It's basically a spy agency created so our government can stick it's nose anywhere it pleases and bypass the constitution.

it was a knee jerk reaction after 911 in response to the lack of cooperation between the law enforcement and government agencies. billions of dollars later it was recently revealed that the agencies STILL ARE NOT working together. Like FEMA it's been a complete waste of money.
After all, if the government's agencies need to work together it's the president's job to do it. we didn't need to create a new agency, we needed to appoint people who believed in sharing information and not care about fighting for turf and budgets and covering their own butts first.

To take away our civil rights. It's Nazi Germany all over again. We have phone taps, book banning, neighbors spying on neighbors. Look at history. The ports are still ungarded, airport security is less than acceptable.
