Deepends. many O's just have them amongst themselves while in port somewhere. Others choose to host their own party at home or invite everybody out.

We have actually done both.. I have hosted a wetting down and he has also had one with just the wardroom while in Thailand.

Oh, and B: we HAVE spent the pay raise on party supplies heheheh. Oh gawd, I will have to do it again in the next 12-18 months.. better start saving now heheheheh.

Wetting down is a custom that celebrates the increase of rank. Although I have not heard the term actually used for NCO's and Staff NCOs, Officers celebrate this tradition religiously. The jest of the Wetting Down is that you take the difference of pay (previous rank to promoted rank) and buy alcohol for your buddies, although I have not know anyone to spend this much. I have even seen joint wetting downs when promoted officers combine funds to throw a huge party. Yes, wives and girlfriends are invited to Wetting Down. I have seen many wives and girlfriends at many of my buddies wetting down. However, the only event in the Marines/Navy that wives and girlfriends are not invited to is the Dining In or closed Mess Nights. Those events are exclusively for the unit.

You can invite anyone you want to a Promotion...the "Wetting Down" usually occurs after the official Promotion...if it is your spouse or boyfriend being promoted, he can even have you put his rank on him..."Wetting Down" is usually only for NCO's...also known as "Wetting Down the Stripes"...there use to be a thing called "Blood Rank" where, when the ranks were still metal, they didn't put the backs on them and all the NCOs got in line and hit your rank...that is how the Army was before the "Kinder, Genteeler" Crap of the end of the Clinton era...

Edit: In my "Wetting Down" my buddies saved up spoiled milk and eggs and put catchup, mustard, kimchee, and other nasty things on me...and then turn off all the hot water in the showers...it sucked, but it was worth it...

USAF use this as a celebration of major milestones like reassignment, last flight, promotion, etc.

Spouses are generally invited to partake in the hillarity and festivities unless at a deployed location.

GF only if the organizers know you exist, not always the case and your access to certain areas my be restricted due to security concerns. Sorry
