i was wondering how the thirteen count jo kata differs in other forms of martial arts besides aikido

Most probably, a short staff was a common tool in the old times and most countries surely had some sort of method of fighting using it. As for the 13 Jo kata you mention, I believe O-Sensei Uyeshiba incorporated his knowledge in YariJutsu(Spear fighting art) and kendo as well as jujitsu and developed them into the Jo training exercises used in Aikido today. Morihiro Saito sensei published a series of books on the subject.

it probably does. Aikido was founded by a man who studied various martial art form. However, I wouldn't know which one it specifically came from, since he studied so many.
