Any (known) material exposed to that kind of electric field will conduct, and therefore is a conductor.

If you could develop an insulator that could withstand that kind of electric field, then you would become very wealthy.

The question makes no sense. An electric field of 900 kv/mm is HUGE, and cannot be sustained by any conductor without instant vaporization.
