The simplest way would be to call up your phone company and have them put a ban on her number(s) from ever being able to call your house. While that works well, you can also change your phone number to an unlisted, private number, so that it will not appear in any phone book.

Write down the calls..... first step in case you have to evict the roomate. Does your tenant have a lease? Even if not it can get sticky. How long has this person been w. you? Regardless it is about the phone and if you have spoken to this person about this and it is still not rectified you have larger issues.
The police cannot really do anything. You have allowed access to your phone so a restraining order is out.
Ther are many things that you can do but exact details of the situation are necessary to give the right answer. The fact that someone is calling and someone you don't know implies many things about your room mate.

You can't get a restraining order if you don't fear for your safety (at least here in Canada). If she is calling for a roomate then the roomate needs to tell her to stop calling.
You could always get your own phone line and put the other line (getting the calls) on an answering machine (ringer turned off). You could also unplug the phone when you go to bed.

You can change your number, you can get an unlisted number. Those do no good if your room mate gives out the number. You can have the callers number blocked but they can call from a different phone. Personally, I would tell the people I want to be able to reach me that after a certain hour in the evening to call me on my cell phone and turn off the home phone for the night.

Tell your roommate to get her to stop calling. Or call the phone company and block her number. Or just shut the ringer off in your room. But whatever you do, don't try exacting your revenge like many others have suggested. Because chances are, she'll be the one to file a complaint against you, and then it will be a big mess. There's a good chance you'll end up on People's Court, or one of the thousands of other TV court shows.

Call your telephone company and have her number blocked. And shut your phone ringers off every night so she wont wake you up! Unplug the phones if you cant shut the ringers off.
You can file harrassment charges against her with the police and telephone company. Tell the police you want to start harrassment charges. Then ask the phone company how to go about recording the number of calls (They have a *# that will keep a record. Talk with the phone company about harrassing calls).

This is a quote from the link I have in sources:
"Harassment includes:
1. Repeated, intrusive, or unwanted acts, words, or gestures that are intended to adversely affect your safety, security, or privacy, regardless of the relationship between you and the alleged harasser."
So, if you've asked this person repeatedly stop disrupting your privacy during the night and the person ignores this and persists, you have grounds for a harassment restraining order.
Although going through legal channels might be a bit advanced. You could just start calling her back at ungodly hours instead until she stops bothering you :D

Is your tenant aware of the intrusion you feel?
It seems you are within your rights to demand he do something about it or leave.
On the other hand, during those hours, you can silence the phones you can hear and he can keep his on very low tone so you are not disturbed.
Should you receive an urgent call he can inform you.

When you go to bed, leave the phone off the hook. Or, get her number and start calling her for something she doesnt have, like a bulldozer or a catapult.

You could change your number. If you don't want to do that, you could tell your roommate to get her own private line. If all else fails tell the caller to have some respect or call your roommate on their cell#.
