For instance a person plans to commit murder when the right circumstances arise. He dies before the circumstances were favorable to commit the murder, so did he or did he not sin?

After all he never committed the act physically though in his mind he was not only tempted but visualized killing the person and planned to do it if the circumstances are right.

Is this person by definition in God's eyes a murderer? Did he sin?

Yes. Christ said if you commit it in your heart you are guilty of that sin.

i could decide to respond to your question in following way. once you build a development first you draw a plan for the development, a blue print and then build the development in accordance to that plan. Sins of strategies are like a blue print and sins of fact are like homes. Plan can be replaced at any time in destiny yet development as quickly as built its lay out won't be able to get replaced actual and it turns into lots extra costly.So sins of strategies are sins yet they might actual be nullified. Yes it's called mental attitude sinning and it needs to be named and sited as a sin. That's where satan does his best work, in the mind..... the only way out of that is rebound 1John 1:9 name and site your sins.

Yes, the Bible speaks of coveting and says you have already commited the sin of adultery when you plan it in your mind.

Thou shalt not covet- coveting is entirely a sin of the mind. Looking with lust is a sin of the mind. Wanting to kill is also a sin.
