Everyone judges it is natural and anyone who is says they don not judge is a liar, but you do not have to act on your judgments.

Judging people is normal. All of us have an opinion about our neightbours or our colleagues. All of us think that a friend acted good or acted bad in a certain situation. That's judging.
We all judge. But I think we need to be tolerant and not let our judging mark us or affect the others in any way.
Judges judge because they are elected (USA) or hired (Europe) to do so.
And believe me, there are a lot of catholic judges. :o)
Crimes can't go without punishment. We need to have rules because we need to life in a community. That's the basic of living in society.
Best regards

The word "judge" is used in different contexts.

In the Biblical context - judge not, lest ye be judged - it means, don't judge someone's worth or entitlement to salvation -- it doesn't mean that people aren't to have laws and judge whether people should be punished for crimes.

Judge not lest you be judged. It's true, so it would be wise to resist the temptation to judge. It is just another one of those things that comes back to you.
