I think it means that you can judge a man by the way he treats his animals. Dogs know whether they will be mistreated by an individual. Funny how an animal seems to be able to judge human character better than some of us do.

Whereas the righteous person knows the needs of his animals and has a feeling for their welfare, the wicked person’s mercies are not stirred up by these needs. What the wicked person would consider adequate care might actually be cruel treatment

It means that a righteous man treats his animals well like discipline, taking the responsibility to feed them or the other needs that they have, etc. but the wicked has compassion for them, therefore don't discipline, don't take responsibility to take care of them, etc. Kindness can kill and can be cruel. It has to do with intentions.
The righteous man takes care of his animals because it's the righteous thing to do.
The wicked take care of people/animals/whatever because they're trying to get something out of them. Not because it's right to do it. And that, in itself, is cruel.

You can tell the true nature of a person by how they treat animals and those "lesser" than themselves. A person of deep integrity, love and compassion show it in all circumstances not just the circumstances which benefit themselves.

Non cruelty (mercy) is a mark of righteousness.
But wickedness's 'tender mercies' are cruel.
You may be stuck on the phrase 'tender mercies' or 'kindest acts' in yours, this is just the best that can be expected of such people.
