I am a God Mother of 2, and an Aunt to 3 children and at this age (2 years old) I too had a hard time on what to get them.
Kids now a days have everything and it makes it harder for us to get them stuff.
So what I did was get them a savings bond. I know he is too small to know or appreciate it, but when he is 18 and has several of them from his Godmother to cash in you will be his favorite!!
I would still get him something small that he can unwrap being he is a toddler and what kind of birthday party is it when he doesn't have something to rip, or attempt to rip...haha!
So I would go with a bubble machine, sidewalk chalk, or a DVD of a current children's movie. I know you are thinking these ideas are corny, but they are inexpensive if you get him the savings bond.
Good luck and best wishes.

Honestly? He's 2? Get him a HUGE toy box. You'll enjoy the fact that you can put his toys somewhere and he'll enjoy playing in the box that it came in... really... try it.
Don't want a huge toy box? Just go get a big box for him to play in. Cardboard.. like a refrigerator box. Something that he can color and cut out windows and just have a ton of time playing in, then in the box, put a gift that you think is something more that you will be satisfied getting him and wrap it in the refrigerator box like a big present. That way, you save money (except on wrapping paper and a huge bow) and he gets two things to play with. Plus others will get a kick out of the creativeness and enjoyment that he gets over it. Make sure to film it, you'll regret you didn't down the road. Considering this is your godson, make sure its ok with his parents first.

Maybe you could put some money in his Child Trust Fund? I know, it's boring but if he has everything already at least you know he'll apprecaite it when he's older! My daughter just turned two and her favourite present was her beaker with DisneyPrincess on it. We spent fortunes on all sorts of toys and gizmos but just goes to show, money isn't the be all and end all!!

Two-year-olds never have enough toys, and always appreciate more, especially if it's something nifty they don't already have.
They don't care about clothes at all, and don't appreciate them.
