The government has the lists of assets that are left by persons who died without a will or heirs to inherit their estate. These properties are escheated where ownership will pass to the government if there are no claimants.

no, the government does not want to trace lost relatives, as it gets the money if it cant be traced. hence the profit for others on commission too.

100s of people die in nursing homes, relatives are hard to trace, especially if they are foreign and the governement gets millions from it.
