I want to start a club. It would be for youth in the day and young adults at night. So I need help researching the cost and requirements for everything. This way I can make a business proposal plan. I am very motivated and determined I just dont know where to start w/ things like a liqour license, permits, and costs.

If you are this confused now then you need more help than can be provided by a simple answer on Y!A.
You need to get a job in a similar club in your area. Learn the business from the inside. Perhaps the best bet it to purchase an existing club with an agreement from the current owner to stick around for 6 months or a year as a consultant.
To start from scratch without some experience is a sure way to loose a lot of money.
