Are the balls clear? These may be fish eggs (http://www.galano.net/travel-photo-album/tropical-aquarium-2005/images/700-fish-angels-eggs.jpg , http://www.fisheries.vims.edu/ctils/prey2/FishEggs.JPG ) or snail eggs (http://www.applesnail.net/content/photographs/marisa_eggs.jpg ) if they're attached in groups and have a jelly-like coating around them.
If the balls are fuzzy (http://www.visualsunlimited.com/images/watermarked/227/227311.jpg ) it's probably a fungus growing on fish food and should be cleaned out.

Does the filter provide any surface agitation? If it doesn't there might not be enough oxygen in the water for the fish. Try moving the filter so that the water it pumps out falls onto the surface - you'll see more bubbles in the water. Did you let the tank cycle before adding the fish (Google cycling fish tanks...)? You would also have needed to treat the water with a chlorine treatment if you used tap water. Despite all of this bettas can often be slow moving fish so don't be too alarmed by his lack of movement...

Your probably over feeding - feed them twice a week at the most and use the little and often rule. Make sure all the food is eaten before adding any more. If you tank is new the bio-cycle may still be taking place (it can take up to a year before its totally stable) so your probably seeing an ammonia (sp?) spike. Dont be suprised if you loose a few fish : (

sounds to me like your fish have just had babies. Good luck, when it happened with my fish they always died even though i took them out into a tank of there own and followed all the instructions given me.. best of luck to you and the fish.

This could be pregnancy, overfeeding, an internal parasite....and more besides. It would help if we knew what kind of fish it is, how long you've had it and if it has trouble swimming or eating.... even a picture would be excellent.

Maybe its a white algae bloom.Clean the tank.And u must not overfeed the fish.U can even add some algae eaters or an anti-algae liquid in the tank.

could be fish eggs. i would say you are over feeding though. you need to check that it is not decaying food as this can be harmful to your fish
