Speech is the tool we use to manipulate the masses. So seeing how 'global' is a word, you can count on it being a manipulation tool.

I know where you're coming from though. Since 'global' means a world wide, it's usage does imply a large intended manipulation group.

No it can not be counted as a tool for that. It could be counted but should not always be so. Global is infact a word often misused even by people in power because it is infact misunderstood by them. That may be where your manipulation for the masses comes from. Is it not the masses that do the real manipulation?

We the people are the government believe it because its probably true idk what do you think?

If a people stop believing they have power do they really lose the power or is it just directed to pity?

Yes "global" is a buzz word that many pontificators use to lend importance to whatever they happen to be pushing at the moment.
