The craziest film ever made, without doubt, is Fantasy Mission Force which, believe it or not, stars Jackie Chan (briefly). I wouldn't know where to start explaing it but some highlights include:
A member of the central team falling off the back of their jeep, disapearing for several days, then reapearing without ANYONE noticing!
A musical number at the begining that must be seen to be believed.
A final battle between some Japanese Nazis played by Chinese actors fighting Tarzan impersonators and roundheads.
I really highly recommend it, it's incredibly entertaining! The first time I watched it I rewound it immediatley and watched it again as I couldn't actually believe what I had seen and wondered if someone had spiked me tea!
It was also re-edited and re-released with a bit of aditional footage but I can't remember the title. In the re-hash they filmed someone from the back in the same costume to pretend it was Chan and emphasized that it was supposed to be him by zooming in on Jackie Chan posters on the wall!
Who says Edward D Wood made bad films!

Depends what you mean by "crazy." Fear and Loathing.. is a bit out there, but it does all make sense, in a slightly drug-addled way. Likewise, A Scanner Darkly is a fantastic movie, true to the vision of the source novel by Philip K Dick, a man not averse to a bit of nuttiness.
For truly insane movies, watch any of David Lynch's early films. If Eraserhead makes sense to you, see a psychiatrist.
As for nutty actors, try to read an interview with Jean Claude Van Damme without laughing.

Jaskass: The Movie has to be the Craziest movie I've seen.
Some of the stuff they did was Crazy, Stupid, Pathetic, Pointless, Rude and just plain Horrible.

I dont' know about craziest in the world, but Fear and Loathing in Las Vegas is a pretty crazy, yet very fun movie.

I would have to say, Kung Pow; Enter the Fist. The scene in which the main character The Chosen One starts a kung fu / matrix style fight with a cow. Fantasticly funny, and the comedic dubbing, brilliant. Give it a go.
