Is this kind of snake poisonous?

i would say that is a red belly black snake . they normally look wormish and are black and have a red stomach. hope i helped

Did it have a light band around its neck? If so a ringneck snake (see photo: http://www.fcps.k12.va.us/StratfordLandingES/Ecology/Reptiles/Northern%20Ringneck%20Snake/ringneck_snake.jpg ) These are only 10-14" and the young look almost like worms because of their size.
