Well, goldfish (shubunkins) and bettas have different temperature requirements, so they really shouldn't be mixed.

Even though the shubs are small right now (they'll grow to around a foot each), realize they are going to grow quickly, so even if you can keep them together, it should only be for a month or two before they outgrow the tank. The also produce a lot of waste, so in a small volume of water, you'll be doing a lot of water changes - probably 25% once or twice a week. As adults the fish will either need to be kept in a pond or a 30 gallon tank (minimum). http://www.kokosgoldfish.com/Shubunkin.html

For other fish for the tank, male betta (1), guppies (4-5), endler's livebearers (4-5), a dwarf gourami (1), 3 female bettas, a dwarf puffer (1), rasboras (5), neon tetras (5-6), ghost shrimp, African dwarf frogs, apple snail, crayfish (by itself).

The only thing you can put in a 1 gallon tank is a snail. bettas need at least 5 gallons with a filter and heater. tetras need at least a 10 gallon tank with a filter and heater and groups of at least 5-6. the smallest cat fish you can get is a cory cat and they need groups of 5-6 and need at least a 10 gallon tank, 20 gallon would be best, filtered and heated. Undergravel filters aren't the best in the world either, I'd go with a hang on back or canister filter. The box lies because they want you to buy it and if they list tons of fish that can go in it then it will have a better chance of selling.

The 1 inch per 1 gallon rule doesn't apply to coldwater species. It's 1 inch per 2 gallons for coldwater. No matter how small the goldfish is, 1 would need about 10 gallons. I would recommend a male and female guppy and maybe an African Dwarf Frog.

No goldfish. They need plenty of water to be healthy, about 20g per fish.

A 2.5g tank is basically useless except to house 1 betta.

You can try keeping 1 or 2 African Dwarf Frogs or 2 small fish, or 2-3 ghost Shrimp.

If its not filtered then just a betta and only if you do alot of upkeep.

I've had up to a 150 gal tank (started out with 2.5) & never paid attn to the 1" p/gal rule. Adult fish size & compatibility matter + you don't want to overcrowd them. So just go for what you want; you'll know when to quit. Besides if you get too many some will die & you'll know not to replace all of the dead ones.

When I was doing fish I got a really great book from the store on aquarium fish (it had 100's of fish) & for each fish it gave its adult length, whether or not it was compatible w/other fish, best temp, best food, etc. I found it to be a helpful guide when I started out.

Shubunikins are going to grow very rapidly and if you want them to be healthy and happy there is no way they can go into a 2.5 gallon tank. Personally I wouldn't put anything in there but a betta, but guppies could work. You could also try ghost shrimp, a snail or a frog.

you could keep shubunkins until you find them a nice pond in a month. taking care of the water would be daily changes and the fish would be really cramped.

some ideas --

a dwarf gourami or a couple sparkling gouramis

a dwarf puffer -- plant heavily with leafy plants (fake are fine) -- add baby snails

a small frog

a hermit crab

African dwarf frogs, they are small and you can have a bunch in there with a betta. Maybe some kind of bottom feedr also.
That's what I had in my 2.5 gallon tank.
they lived happily for 4 years...until they met my cat....bad news
