I connected the HDD to another computer. It was structed (XP boot logo appeared continuosly with out loading) Starting computer with a rescue disk also was unsuccesful. This problem occured when I was partitioning my HDD for XP. Computer was structed during partitioning.

- Can I repair this using a IDE to USB converter?

- Can I repair this using a bootable Linux CD?

You can't just boot a hard disk in another PC unless that other PC has an identical motherboard. The HDD is not corrupted. Now to make it bootable in the other computer, you need your Win XP CD.
Power ON PC then press F1 or Del to enter BIOS. Change the boot sequence to CD first then HDD as second device. Save and exit. Insert XP CD then follow this procedure:

try a program called spinrite

If you have nothing on value on the drive and can reformat
I would wipe the drive out by writing ones and zeros to the drive ( low level format)
The drive manufacturer will have a program on their website
If none is available try use killdisk

remember hard drives have a redunancy built in
when a sector fails a free unused sector will take over
