This behavior by your neighbor borders on stalking,call the police every time he is near your windows.If he was close enough to get squirted it was too close.Make sure your parents know what is happening.They should talk to his parents.
Even children can be charged with stalking and mischievous trespass.Perhaps the police threatening to bring charges against him will make his parents stop the kid.

Next time send the cops over there for peeping toms. you have a fence for a reason and that should be respected. I do things I hope they don't like for example I sing and dance. In hopes of frightning peepers away lol

Call the cops on HIM for invasion of privacy...then get some heavy drapes and keep the windows covered when the jerk is home.

Every time you see him watching take a picture of him. Use a flash so he will see you do it. This should make him feel awkward enough to stop. If he calls the police again you will have proof of his activities.

Put up thicker shades and/or curtains. As long as he isnt on the property I dont think you can so anything. Try talking to him. But dont get revenge and dont go to your nearest gun store.

Put a big sign up outside your house with an arrow pointing towards his saying
"NOSY NEIGHBOUR NEXT DOOR WON'T GET HIS OWN LIFE" That should attract some attention. If it is in your property they can't touch you - I don't think.

It is really hard when you have problem neighbors, believe me I know. I wouldn't try revenge, you'll just cause more problems. Sometimes the best thing is to try to ignore them.
