In the U.S., most boys are circumsized within a few weeks of birth, depending on religion. In some places in the world, it is done as part of the ceremony in which a boy becomes a man (usually around 13-14 years of age). But it can be done anytime, although in Western countries, the older the child/man is, the more likely it is that a doctor will perform the circumsizian, rather than a rabbi or other religious figure.

In the United States Most boys are circumcised just a few days after birth. Unless the parents specify otherwise or there is a medical reason for not performing the procedure. In some cultures though they wait until a specific birthday, kinda like a passage of manhood.

Most boys aren't circumcised; about 80% of boys in the world are uncircumcised. The USA is the only advanced nation that has most boys done at birth, but that rate is/has fallen a lot (it's now as low as 14% in some states, and just a little over 50% nationwide).

Why is circumcision becoming less popular? Well, common 'benefits' are being proven wrong and new studies have found that it has a negative effect on masturbation and sexual pleasure/sensitivity (see the first link I posted above).

Right at birth in American cultures.
However, I recommend against it. When you circumcise a penis, you are cutting away a large surface area of very sensitive skin that the little guy may miss in the future.
In my opinon, it is a very barbaric practice upheld by religious beliefs and justified by pseudoscience and argumentative fallacies. These false arguments are designed to scare you into thinking that an intact penis is more likely to be infected.
Besides, there is always the likelyhood that this minor surgery (done without anesthesia) will chop off the glans penis (the head). It's been done before (not on me!)

If the parent(s) choose to have the infant boy circumsized, the doctors normally do it shortly after birth. Since the baby doesn't know what pain is, he has nothing to compare it to. Won't cause him any lasting memories. But it's purely if the parent(s) choose to. It's certainly not necessary...but some find it to be more hygienically proper.

Depends on the parents and the customs of each country.
Most are done a day after birth.
In other countries when they are 5-6 years old.
Or if they choose so,when they are mature.

Most boys are circumcised within a few days of birth, but it can be done at any age (I was 40). It is done irrespective of religion because circumcision provides many benefits including better hygiene, health, appearance to women, comfort, self-esteem and FAR FAR better sexual sensation for both the man and his female partner during intercourse. There are no disadvantages at all. All males really should be circumcised and the earlier that it is done the better.
