I grow tomato in containers planters and get lots of tomatos on the plants (stems), but very seldom do the green tomatos turn green.

Tomato's need sunlight to ripen. You can pick a few and place them in a sunny spot to see if they will . Also, I grow a variety that ripens to a different color green and one that ripens to yellow so make sure you know for sure what your tomato's are supposed to look like when ripened.

It would probably be the light conditions that prevent them from ripening on the vine. Also when you recieve a lot of rain, they may grow in size quicker and not ripen at the same pace. In this case if you leave them on the vine too long, they may just split.
Green tomatoes can be picked and easily be ripened indoors. Contrary to how you see tomatoes ripening on a window sill in sunlight, the best way to do it is place a few in a brown paper bag, twist or fold it tightly closed and put it in a cool, dark cupboard. It is the gases produced by the tomatoes in the bag that will ripen them in no time. Just don't forget about them like I have!!

They should be green before they turn red. Maybe you are missing the ripening process. If that is not the case, maybe they need to be directly in the ground. It could be the soil.

Yeah could be the type of soil or maybe not the right amount of sun.
