There was a group of folks on Goldwings in my neck of the woods who would have stuffed animals tied to their tourpacks. I don't know if or what it signifies. I haven't seen them for quite some time now.
One of our local police departments holds a "teddy bear run" to raise money (and toys) for a children's hospital. The riders would strap a stuffed animal to their bike and ride to the hospital to donate them.

Its a mascot. Its like hanging a dream catcher or Mardi Gras beadsfrom your rear view mirror. They are sometimes decorated to express the personality of the rider.

Usually Goldwing riders...they are a different breed. Saw one with dingily dog ears duct taped to his helmet last week.

some bikers just think teddy bears are hardcore like that while others act all soft and fuzzy (i.e. tough biker with a little bunny as a pet, most people wouldn't really think they'd have something like that.)

Company... teddys dont answer back like women do..
teddys dont cost you extra when you stop for something to eat..
teddys dont nag you about toilet stops when your riding..
teddys dont hit yopu in the back of the helmet for going to fast...
