Did you get an email about winning millions or some investment scam? If so than the name is just fake. Nigeria has a lot of scams. Go to FTC.gov.
Or maybe Citibank has a company in Nigeria?

It's Citibank's subsidiary in Nigeria. Citibank (Citigroup) is the world's largest financial institution. They have divisions in every major city in the world.

As for this whole scam business, maybe someone has used an account at Citibank Nigeria to scam someone..

Emails - Free Money - Deposit $$$ in a escrow account and I'll send you something - Send me your info and I'll send You the money orders for $2000, then you send the rest to XX via wester union - Nigeria = Big Scam

Try sending an e-mail to john8023 and see what he says, I'm sure he stole the info from the user, then he post his email and try to get some money.

I report this cases everyday on ebay.

Unclear Question ? Has anybody asked you to deposit money to get a prize ? Then dont do that.
