The smell could result from a variety of reasons.
If you're uncircumcised, it's important that when you take a shower/bath that you pull back your foreskin so the entire glans (penis head) is exposed, so you're able to wash that area with water and a mild (and maybe scentless) soap. Afterwards you may dry the area with a towel if you want, but that shouldn't be too necessary. Scented soaps can sometimes be too strong for the area and cause irritations that can lead to a bad smell.
Using a hand sanitizer in the area is NOT a good idea. There are bacteria in the area that keep other bad bacteria in check. Unfortunately, it's the bad bacteria that produces the smell. It's possible that you developed a yeast infection in the area that's causing the smell. Yeast infections are easily treated with antifungal medication/creams, some of which are over-the-counter. Eating yogurt and drinking cranberry juice will further help your body clear the infection and restore the natural flora of that area of the body.
Lastly, while this might be a long shot, it's possible that your body isn't processing certain foods quite properly. In some people when they eat too much junk food or too much of a particular food, their bodies can't metabolize it fully, leading to a smell byproduct in their urine and sometimes sweat. To counteract this, a healthy diet and regular exercise are key.
Regardless, the problem is probably either due to improper hygiene somehow or an infection; both of these problems are very easily remedied (see link for more info). If this advice doesn't get rid of the smell in a week or two, it might be worth seeing a doctor about it. Good luck with whatever you try.

The soap is likely to be the problem. Some guys can use it fine but others have problems, particularly with scented ones. It can upset the natural balance and cause a yeast or fungal infection. Hand sanitiser would be even worse than scented soap. Get an over-the-counter cream from a pharmacy like Canestan, designed for women's genitals and start cleaning with just plain water. If that doesn't work you may have a bacterial infection that needs antibiotics. See a foreskin-friendly doctor ( as many docs in the USA are ignorant about foreskins and will want to cut it off straight away). NOCIRC offers a referral service.

Try washing every part of your body that goes in your underwear with a paste made from 2 parts baking soda and one part white vinegar (if you used 2 cups of baking soda you would mix it with one cup vinegar.) Mix the baking SODA (not baking powder!!) and vinegar in a bowl and dip a warm, wet washcloth into the mixture and wash with it. Don't scrub any harder than you normally would when taking a shower. Be VERY thorough! Get under your nuts and all up in your *** crack, inner thighs to base of willy, between willy and balls. Make sure your baking soda and vinegar gets all over every millimeter of skin normally covered by your boxers. You may have to do this more than once but DO NOT do it more than 3 times per week or longer than 3 weeks.
Guys are hairy down there and hair traps odor. Sometimes guys don't wash their *** cracks as thoroughly as they should and they get a funk build-up. You may want to consider trimming the hair down there. (Don't shave, that is a grooming committment you may not be ready to make.) An electric trimmer with adjustable blades like they use in the barber shop makes the job quick and easy though you will want to go slowly and be very careful the first few times you do it.
Baking soda absorbs odors (that's why people put it in their fridges and other stinky places) and is cheaper and way more effective than perfume or hand sanitizer and way less painful as well. Vinegar kills bacteria of all kinds and has a sharp smell that cuts funk real well (that's why ladies sometimes douche with it.)
If you try this for a few weeks and don't notice any change you really should see a doctor. Guys can get cysts caused by ingrown hairs that can get infected and smell horribly and if that is the case you will need to have the cyst drained and may even need antibiotics. Guys can also get yeast infections which smell awful but are easily treated with over the counter medicated creams (like Mycelex.)

That is why it is called hand sanitizer, because it is for the hands. I do not think you can apply hand sanitizer to your face?
First of all check out your penile region. It might not be your penis that is really smelling. It might the beneath your balls or your anus.
Buy a medicated soap that is for skin or fungal infection. This might do the trick instead of the hand sanitizer.
Also wash thoroughly your balls and anus area. If you are uncircumcised, pull back the skin to wash the inside.
Lastly, before wearing any underwear, let your penis and balls (testicle) area dry up a bit. A moist and enclosed environment is a breeding ground for bacteria. By the way! Wear clean underwears. So change underwears everyday!

Sometimes bacteria gathers in the foreskin and this may cause some of the smell. Have you been circumcised? I do not recommend using hand sanitizer as it contains alcohol and might dry up the skin- which you probably won't want considering that part of the skin is quite sensitive.

Thats called smegma and is like a total turn off for everyone, the only thing is to wash your boys in cold soapy water as often as possible during the day, its actually quite refreshing coz your skin actually breathes aye, and lettin your boys hang free where the air can circulate around them is a good thing. Also everytime a guy cracks a fat, his wang gets precum happening down there, of course this starts building up under his foreskin.....if you go more than one day without showering it gets real fishy by day two............or so Ive been told.

are you uncut? sounds like you have not been cleaning enough or properly. but really soap should do the trick, and if it hasn't you need to get it on over to the doctor. or maybe you need to stop dumpster diving, if you get my meaning? by the way if you are uncut, don't listen to these dopes tellin you to get snipped. your parents didn't do you dirty, they did you right by leaving your penis the way it is supposed to be. you'd be crazy to cut off all those nerve endings that give you so much pleasure. Just clean yourself man. it ain't that big of a deal. but, like all the people on here with sense have suggested, get to a doctor if soap isn't doing the trick, cuz in that case, something else is going on.

usually when men smell it is because they have foreskin and sweat a lot.. I would just recommend you washing it very very well.. and immediately drying it.. when you go and empty your bladder use baby wipes to clean yourself.. I think that would get rid of some of that smell..it is normal to smell down there.. now, if the smell is "horrible" you should go to a doctor those are signs of a possible urinary tract infection or god forbid an std...

Believe it or not but your diet can make you smell funny. You need to cut down on meats mostly. I forget the name of the special diet but it is nearly a vegetarian diet. Some people can smell like that all over their bodies simply by diet. All the soap and water will not help if that is your case. Cut down on food you normally eat and try more vegan meals. That willl probably help.

if it smells like fish you need to get it cheaked out by the doctor that isnt normal probably an STD or something,
dont use a sanitizer use like bar soap that is unorderised
trust me on this!
