I looked at your previous question and would think that the answerer who said to test your water quality is correct. Is your fish swimming around like he's gasping for air? That's usually a sign of ammonia or nitrite poisoning. These interfere with the ability of the fish to get oxygen out of the water, so they try and breathe at the surface. Another possibility is that your heater is malfunctioning and the water is too warm, so the warm water is holding less oxygen.
If you can test your water, do so, if not, do a 25% water change and see if the behavior stops. I don't know how large the individual fish are, but chance are unless you have a lot of live rock in the tank, your tank isn't cycled yet, and the ammonia and nitrite is building up.

if you need to put your fish down...put baking soda in the tank or in a cup. i havent tried it yet but might have to in the next couple of day my betta isnt doing so well the folks at petsmart said it has an air bubble and i cant bear to watch him like this anymore...i was told that thats how they do it at petsmart so im assuming its quick....good luck!
