There are so many reasons but first and foremost- he was unkind to even his own people and was proven to have murdered his civilians for no real violations.
Sadam was very powerful and people were very afraid of him. This is why his "country" survived for so long. He had so much power over people.
He was unethical and breeded terrorism.

Because he was the head of a classic "terrorist state," and the West considered him to be a long term threat. He practiced terrorism against his own citizens, and he sponsored and financed terrorism in other countries.
After 9/11 the US and other Western nations saw that this type of activity constituted a real danger to the West.
