I think he is wanting an E.P.A.Liscense not actually a business liscense.If so All you have to do is find someone giving classes and test.Ussually a HV/AC supplier can tell you who to contact and when there giving them.I am a certified universal technition.Some test can be done thru the mail.Or used to could.But it was only for type I,and auto air conditioning.Type II,and universal certification are a little more technical.and it is basicly about the atmosephere and about freon recovery and not poluting.Not as much about actually working on or repairing refrigeration.The test is really hard and takes some study time.But it can be passed by anyone if you take time to study.ARI is who gives the certification.(Air conditioning Refridgeration Institute).
