1) you want the binaries ( php executables )
2) Apache mirror sites are just the servers where you actually are going to download the software, there are many around the world in order to decrease the download time.
Do you know how to configure this?

Mirrors are just different servers which are hosting the same downloads, so that the load is distributed. This is because of so many downloads at one time it would simply crash everything if it was only hosted in one place.

Your PHP question...to download I would suggest in your case downloading the binaries, which are executable files which will run the installation for you. You won't have to worry about compiling and executing the source code on your own.

Heres a thing to load php on your computer.

http://www.softpedia.com/get/Internet/Servers/Database-Utils/WAMP5.shtml

I would also assume there is some utility for loading Apache on your computer also...Do some searching for apache install program...

The easiest way is to get web host service that runs the programs.. but I can't see anything wrong with learning what you are doing...

For Windows... who knows? o.O

For Ubuntu, type... sudo apt-get install apache php5
For Fedora, type... sudo yum install httpd php
Other Linux OSes are usually just as easy.
