Mainly refering to the heat/air situation. no central heat and air. only that box in the wall for air and baseboard heating.

NOPE you rented it 'as is'. the building has to be up to 'code' but not upgrade just cause u know there is better technology.
don't like the place - stay your lease and look/find a newer pricer place.

It really depends on where you live. You need to access your city or county tenant landlord agreement and statutes. Usually, if you moved into a place and all technology regardless of how old is working, then no. However, if the air conditioning STOPS working, the landlord would have to replace it and many times if it is that old, the codes have changed and the landloard would have to install something that not only worked, but also met the code. In my phone book in the blue pages is a listing for city offices. In there, you should see a housing division. Contact them and they will get you to the area where you need to go to discuss this further with more detail. You can aslo do a google search for your town and landlord responsibilities. Usually there is a PDF document that you can read that outlines exactly what a landlord is responsible for.

Landlords have to, by law, offer a habitable place to live.
Local law can define the heat output per square foot. If the heater unit is providing enough heat according to local law then there is nothing you can do but ask for an upgrade or offer to share in the cost

Not if that was the condition of the apartment at the time you moved in. If it had central heat and they replaced it with the box then you have an issue you can pursue.

No. You can request a new tech tv and stove and other stuff, but i bet you, it will take a long time to replace and your rent will rise up over the cieling...way over the ceiling. Ask around other apartment how much they rent, and you will see what i mean. Apartments are not like any other business, that they give some discounts or it could be on sale.....once you're in, that's it.

air conditioning is a lux but heat is a ness if you paying the heating bill i would suppose maybe you could make a suggestion but if the heat is included i think your outta luck

You knew that when you rented it. Your compensation is that your rent is probably lower than an apartment with the latest and greatest of everything. If it isn't, then why did you rent it?

your on your oen, you knew this before moving in. Unless they gave you something in writing that said something would be done, but typically that won't happen.
