The technical term is "Thoughtcrime" which encompasses all other crimes.

The punishment is being re-educated in the ministry of love, where you are tortured for a long period of time and brainwashed till you experience "doublethink" which is the ability to percieve two opposing pieces of information at the same time. For example, seeing one hand with six and two fingers extended at the same time from the same hand, or saying the time is both three and eight o'clock.

He thinks and questions the way citizens live. The punishment was re-education. If you only saw the movie, you missed out. You need to focus on the stuff at the beginning. Better yet, read the book.

His crime is essentially free thinking and non conformity to the social rule set forth by big brother. His punishment is at first a form of brainwashing and implied that he is eventually put to death.
