In the American mid-West, and I believe in America more generally, it is usually acceptable to call a person by their first name if they introduce themselves by their first name, or if they ask you to, or if they are of about the same age as yourself and this is not a formal setting such as a courtroom.

In fact, the harder question is when it is appropriate to call them by their last name. Often it will come off as sounding too formal, or implying that they seem much older than yourself.

In America it is appropriate to call friends, family any of those close to you by their first name. Children do not refer to teachers by their first name they are always called Mr. or Mrs. or Miss with only their last names. Sometimes at work you would do the same with your boss depends how close the relationship is. People meeting for the first time usually introduce themselves by their first names.....

Usually immediately when we are introduced to each other.
As we speak French ( Not being French though.) we will address to each other by saying " vous" instead of " tu" .
It depends also of the age of the person.
"Tu" is used when you know someone very well .

in india, we use the first name. if the person is elder to us, we use different titles like 'didi', 'chacha' and so on as per our relation with them instead of calling them by their names.
