Soaking for 20-30 mins in lukewarm water. Try mixed spring greens from a bag(without spinach) add some dandelion or clover(flowers and leaves)
Make sure that he has a UVB light and a basking area (high 80's to low 90's)
I would take him to the Vet.

The most common reason for not eating and sleeping a lot is that the temps are too low. You can review the basic cares at http://www.tortoisetrust.org or http://www.russiantortoise.org

Lettuce is not a great diet item for them- there should not be much of it, and what there is should be the dark green leafy kind, not head lettuce.

Soaks should not take much longer than about 30 minutes. If you are offering the right cares- humid hides, good water dish, right diet, etc., then they don't need soaks all of the time.

Russian tortoises should not be fed the same thing two meals in a row. They need a great variety of foods - just lettuce isn't good for them. See a vet and find out how to properly feed him or he will die.
